The Kammakan of Houses was a congregation of noble houses formed during the latter part of the Scientific Era, the primary purpose being to decide the best collective action for the known universe. The Kammakan was a direct replacement of the Interstellar Planetary Coherence. The Kammakan was made up of a number of houses ranging variably between 217,472 and 1,108,101. The de-jure power of the Kammakan was given equally to all of the participating houses, though it was well-known at the time that the de-facto power lied with a variable number of 2 to 76 houses. This was due to a number of reasons, primarily involving the hostile takeover of smaller houses by larger ones, who keep the name due to a loophole in a convention preventing inter-house takeover. In other cases the smaller houses would also simply run out of money and become unable to govern.
